• Story: Accused of sex acts with 12 year old, charged dropped, 6 Sep 1972, Annapolis, MD. 10365,10366,10367 [7 Sept 1972] A 50-year-old maintainance man was to be arraigned in District Court this morning on charges of assaulting with intent to rape a 12-year-old girl. Police said additional charges may be filed.
Named as the defendant was Thomas Henry Rodgers, of 703 Severn Ave. Rodgers, arrested at 5:10 p.m. yesterday at his home, was held in custody pending the arraignment. Police spokesmen said after the arraignment he may be held without bail pending trial. Meanwhile, police said their investigation will continue.
Yesterday's arrest, police said, grew out of what at first appeared to be a routine missing persons report filed on Aug 28 by the mother of the 12-year-old girl involved. The girl was promptly located by police. But, the spokesman said "the Annapolis Police Department developed information that she had spent some of the time when allegedly missing, with the subject Rodgers. After interviewing a number of youngsters who had been associating with Rodgers, we further developed information that indicated a sexual assault had taken place." That, however, was just the beginning. In the present case, all police would state with finality was that "investigation indicates he (Rodgers) has been active with the youngster at least a year." Police said they have an inch-thick stack of reports and statements pertaining to Rodgers. Of these, police note that their suspect has "apparently been friendly with several families, several children ... He ingratiated himself with the children with gifts. Mostly girls. But two boys were involved, with some knowledge of what had transpired." Of Rodgers' background, police said little, other than that he was a white man, was employed as a "maintainance man with a local apartment complex," and that he was divorced.

[23 Sept 1972] A 50-year-old Annapolis man has been ordered to undergo phychological evaluation after he pleaded guilty in Anne Arundel County Circuit Court to committing unnatural and perverted sex acts with a 12-year-old girl.
Thomas H. Rodgers, of 704 Severn Avenue, was arrested Sept. 6 after City Police of investigated the case of a 12-year-old girl who apparently ran away from home.
Rodgers underwent a preliminary phychological evaluation in September which concluded that he was not criminally insane. He was then relesed on $5,000 bond.
Results of the most recently ordered physhological evaluation will be studeied by Circuit Court Judge W. Harvey Beardmore before he sentences Rodgers. The evaluation is expected to take several weeks.

[15 Dec 1972] The case against a 50-year-old Eastport man on charges of sexually molesting young girl was finally dropped late in October, it was revealed yesterday by Anne Arundel County Court records.
Named on Sept. 6 as the defendant was Thomas H. Rodgers, of 703 Severn Ave. in Eastport, charged with "assault with intent to rape" a 12-year-old girl. The charge allegedly grew out of police investigation into a routine missing persons report involving the girl. She had spent some of her "missing" time with Rodgers, whose household was a steady gathering place for numerous children.
Afte examination by psychiatrists at Crownsville State Hospital, the charge against Rodgers was formally dropped on Oct 26.

• Divorce, 1950. Separated in 1950 Census in April, Thomas marries 2nd wife in Nov 1950, so divorce must be in 1950.

• Research. I have not found any records showing evidence of this marriage, other than her name in the 1950 Census as Elsie Rodgers, the presence of the children and a mention (without any sources cited) in "Annapolis Maryland Families." In her later 1959 marriage, Elsie claims to have been married once before, but she may be referencing her possible marriage to an unknown Blackwell.

I have not found any evidence of a divorce, other than entries in the 1950 Census saying both Thomas and Elsie are "separated" and the statement that Thomas is divorced in his subsequent marriage to Patricia Campbell.
