He had been associated with the Baltimore insurance agency of Bayly, Martin and Fay. The Baltimore native attended the Polytechnic Institute before entering the Navy during the Korean War. He then served in the regular Navy for six years. He was a member of the Naval Reserve in Baltimore for more than 20 years, becoming a senior chief petty officer. He is survived by his wife, the former Maureen Giardina; a daughter, Yvonne Evans of Silver Spring; two sons, Michael Thomas Evans of Columbia and Thomas L. Evans Jr. of Silver Spring; a brother, Charles Evans of Roseville, Calif.; a sister, Patricia E. Pindell of Baltimore; and a grandson. (The Baltimore Sun, Sept 23 1990).
